Temporary custody

So a friend of my friend can't have custody of her kids for a year but they aren't in the foster care system. I'm not 100% on the whike story but I know 2 of her kids are at a family friends house and she is abusive towards the kids. One is 2 months the other is 1 year. Dcf won't get involved (idk why not) but I'm trying to convince my hubby to let us take the 2 month old and my friends mom is trying to take the 1 year old. Has anyone dealt with something like this?? Can anyone give me advice. My hubby and I have a 7 months old and I work from home during the week and at the laundry mat on the weekend and my hubby works during the week. We would have the baby for a year
