Lack of communication

So my bf was supposed to go to the dmv to get another pink slip for his car this morning and I went to go hang out with a friend. Come 4 hours later I am back home and I haven't heard from him. I ask him how it's going. He texted back about an hour later saying that he didnt get it and is with a friend. My question is do I have a right to me upset for his lack of communication? Like I understand I dont need to be updated 24/7 on absolutely everything has doing but is it hard to simply say hey the dmv was crazy packed and so I'm going to go in early Monday morning but for now I'm gonna go hang out with a friend. Ugh so dang frustrated.
