My boy is 8 months and only ever naps 45 min max, it’s very rare we get to an hour or more and it’s always been this way, he sleeps through the night though.

It's totally okay and normal. Some babies are just cat nappers. 
Some will sleep a good hour or two but some don't. As long as they are still getting enough total hours of sleep in a 24hr period that's what matters.

A 4 month old should be having longer than 30 minute naps. I’m really unsure why people voted that as appropriate. A 30 minute nap isn’t giving the child any restful sleep meaning they never make a rem cycle. My 4 month old would sleep 2-2.5 hrs in 3 naps during the day.  Our pediatrician still with my 2.5 year old wants to see at least 1.5 hr naps.

Yes, it's normal, but you want to be aiming for at least a 60-minute nap. Ideally 90 minutes. Our daughter was catnapping a lot from 2-4 months so at 4 months, I put her on a set schedule to fix it. She woke at 6:30am, napped from 9:30-11:30am and again from 2:30-4pm and then went to sleep at 6:30pm. This fixed her short naps instantly.
