According to AP News, R Kelly has asked to be able to travel (specifically to Dubai) to perform. His reasoning has been quoted as: R. Kelly "cannot work, and consequently cannot make a living if he is confined to Illinois, or even the United States," according to a court document asking permission for him to travel overseas. "Mr. Kelly needs to generate income."

Should he be allowed to travel to perform and continue to generate income? Or now that he’s made his bed should he be made to lie in it?

Also, should your answer apply to all sex offenders or just this case study?
