Does anyone else's 2 year old hate being touched in their privates while changing their diaper or showering them?

My 2 year old flips out when I touch her with a wipe or wash clothes in her lady parts... I find it super weird, idk if some kids just got through a stage like this?? I recently moved into my mother in law's house and don't completely trust her husband, but she has never been alone with him. She also does not have any other signs of abuse, she's not fearful, doesn't have trouble sleeping, her day care hasn't noticed any change except when changing her diaper.. I honestly don't think she's been abused, but I don't think freaking out about being touched is normal either. Help please!!!
