Depends if it’d be me always driving over to his, in that case no. But if he made effort to come to mine often then it’s fine.

Depends why he can’t drive. 
Is it just due to his upbringing and never given that chance? Possibly a fear? Still has a means to get around and won’t rely on you for everything? That’s all fine. 
BUT - did he lose his license due to DUIs? Did he do something to get license revoked? Or...my brother in law, for example was doing drugs and driving and got in about 5-10 accidents in ONE year. Because of it insurance rates sky rocketed and he can’t afford to drive now. So instead he Uber’s everywhere. Nah. Dealbreaker.

My partner was like this but I encouraged and taught him to drive, now he has his licence and drives me around 🙂

No. If he’s not confident enough to drive he’s not confident enough to be good at sex or deal with jealousy for that matter.
