Discussing money

I don’t want to seem like a bitch but I’m fed up with my boyfriend not paying often. I understand my boyfriend has bills to pay like phone and he has some loans to pay off but he OFTEN does not pay for our meals which understand here and there let me pay or we can switch off one day I pay and one date you pay. I just feel bad bringing up money to him because he doesn’t have all the money in the world and it’s a sensitive topic. I’m always torn on talking about this to him and I don’t know how to bring it up without him feeling a certain way. I could split the meal but I feel rude even offering that.
