Proper Carseat?

I saw this post from someone I know. In this photo, the car seems to be moving. The child is not properly buckled, she is wearing a heavy jacket that is pushing up against her throat, and the car seat looks too big. In the photo she was 19 months old. This family has shown signs of neglect for all of their children. They have been openly verbally abusive, and their children are extremely timid. Their son posted a video of him hitting his sister and stepping on her and the mom laughed and commented thinking it was funny. I don’t know if I have enough evidence to take to CPS. I haven’t documented any bruises, but I am very close with this family and I am really worried about the children’s well being.
