We’re going to be in the car most of the time, and then go for a walk. What should he wear?

I assume you mean Celsius. Basically the same thing you are wearing. It's about that same temp here and we are going to be outside. My daughter is in a light cotton short sleeved romper. I'll put a sun hat on her and bring a light muslin blanket to provide shade if needed.
Definitely put sunscreen on and bring some water.

It depends - I often put light leggings on my daughter in that temp to protect her legs from the sun, along with a t shirt. A light cardigan in case there is a breeze.
