Does every toddler throw themselves?

My son is 15 months old and has been head butting and literally throwing himself face first into the pack and play, a wall, couch, anything face level.

Is this normal behavior or should I be concerned?

He also hasn’t taken steps yet. He’s been cruising along furniture and does that very well but won’t take an independent step no matter how much we try to encourage or help him
