Boyfriend issues?

So my boyfriend and I have been dating for almost a year. We have a great relationship. We never fight, we always have fun together and we genuinely make each other so happy but there’s one thing wrong in our relationship. He won’t have sex with me. He refuses to do anything sexual. The most we’ve ever done together is make out. He doesn’t let me touch him and he won’t touch me. I’ll be kissing him and touch his arm or chest and he’ll stop everything. I try to be nice and ask why he doesn’t want me to touch him or why he won’t touch me and he just says I don’t know. I’m not a sexual person at all but somethings got to give. I don’t know what to do. I love him so much but I can’t be in a relationship when every time I touch my boyfriend he gets upset. What should I do?
