Relationship Advice?

My friend revealed they have a crush on me and said they were single, and I said I might want a relationship with them too. But, every time I try to discuss where we are in our relationship, they change the subject and talk about themself. Even though this person says that they are just trying to avoid awkwardness, I almost feel as if they don't really care. Is it wrong that I want to move on? I feel like our relationship is not going anywhere. Also, this person is generally sweet, but I've seen them cheat on exes before😐 (sorry for the long post)
