STRAY DOG ADVICE\HELP!🐶🐶😭😭

Me, my fiancé and my son were driving and ran into this little Shitzu on the road and he is so matted, dirty and obviously not well groomed. I immediately thought he was homeless and nobody was outside looking around for him so my heart said to take him home safe and figure out how to get the word out.

After walking up and down the road while the dog was home we found a neighbor who says the description sounds like their neighbors dog so we went over and this house was a disgusting mess. It stunk of poop and garbage and I can see why the dog was so dirty. The door was half open, but after waiting and knocking for 10 minutes no answer.

I’m conflicted, I want this dog to be in his rightful owners home but it was so disgusting and i don’t want the dog to live in filth. By this time it was at least an hour and nobody was searching for him. I would love to save him and keep him but don’t want to steal someone’s dog, of course. We’re going to try to contact them again tomorrow but if no answer i don’t know what to do.

Any advice?
