Technically virginity is just some dumb term and due to many other factors often has grey areas so it is personal to most people so up to you or the person.

Virgins generally aren’t considered as sexually active. When they act upon it(penetration wise) I believe they are sending an exclamation of them wanting to no longer be seen as virginal. Never having been in the physical act of penetration with another  is a virginal behavior.
