Choosing a parent

So I’ve had a choice for about two years now choosing weather I wanna live with my mom or my dad, it’s been two years and I still havnt made a choice. My dad has more money and he is really nice but also strict and nosey and doesn’t seem to know what privacy is. He can get me into a great school, but In a few months he’s being sent to South Korea, so that means I’d spend that time with my stepmom but still be around my step sister, step brother and my half sister. After that one year tho, they are all moving to England, when my mom first told him she said that we could totally move with him for the 3 years that he’s living there but now out of nowhere. So I have the option to still move with him after Korea. Only thing that’s hard is leaving my mom, we don’t have the best living conditions, she’s extremely rude and she makes me feel so lonely, but she is not that strict, she doesn’t look through my phone she allows me to go to party’s as long as she feels like it’s safe and even tho my dad has more money my mom buys me more things (like clothes that I need, shoes, school supplies) and my dad doesn’t like to spend money unless it’s on himself. My mom can be nice but only at times, and I do have a lot of friends where I live, and my brother that lives with dad hasn’t been able to make any friends while living with my dad. It’s a super tough choice and maybe this would be an easy thing fr you guys but really not for me. Something in my doesn’t want to live with either of them and would rather live with step Tia, cuz she is extremely nice, I would want her to me my parents, she knows how to deal with feeling and is good with advice but that’s now an option. Anyways who should I choose to live with and if I choose to move how I should deal with telling my mom
