Low HCG at 4 weeks. Miscarry?

Went for my 4 week blood work. HCG was low at only 22.5. I am expecting that this will be my third loss.
Anyone ever start off with low HCG and have the pregnancy go as planned?

My doctor doesnt call it a positive until its over 25. Anything between 5-24 she calls the "grey area". She does retest between 48-72 hours later before saying it's a definite yes on pregnancy.

My first number was 24. The first number doesnt matter. They should retest in 48 hours to check if itdoubles, that's what actually matters.

I just found out I'm pregnant actually today is my expected day of period but my blood test levels from yesterday ( 3 weeks 6 days) was at 18. I have to come back in a week to retest to make sure they go up but believe it or not at 4 weeks a normal range for hcg is 5-426 ml so prayers for sticky bean 🙏🏾🙏🏾🤞🏾🤞🏾💕💕
