Pulling cervix forward?

Does anybody have any experience with why one would need their cervix pulled forward? Apparently when I was pregnant with my son they had to do that but I never really questioned it then

However now I’m 38 +2 with my second and I haven’t been checked at all so I’m wondering if maybe they’ll have to pull my cervix forward again and I may not go into labor until then?

I went into labor with my son at 38+7 had him 39 weeks and it was very quick but was wondering if that had something to do with it? They checked me every week from 36 and up with him but not at al yet with this pregnancy!
