Haircut for 5 year old

My step daughters hair is ridiculously dead and fried at the ends. Her mom said she just received a haircut and wont "allow" my husband to get her a haircut. Theres absolutely nothing in their custody agreement about it and I asked her and she repeatedly told me she wanted a haircut so her hair would feel better. Is this wrong? She obviously hasn't had a haircut in weeks and we offered to pay and everything.
