Uncircumcised son issues

Hello- anyone out there not have a circumcised son? Since his dad is uncut, we decided to leave our sons intact as well. One is nearly 9 and used to be fully retractable (he liked his penis a lot when he was little). Since he’s been bathing himself I normally don’t take a huge interest in checking every part, but just realized he cannot retract at all and the opening is so tiny and he balloons when he pees. I’ve researched a lot and I know it’s fairly common to not be able to fully retract it at this age but I can’t find anything that talks about when it used to retract at a younger age but now it doesn’t. Any help or advice is appreciated! I plan to call the doctor on Monday but it has me a little worried.
