Chubby

So recently i’ve been feeling a bit insecure about my body... i have thicc thighs and i love them but my arms are chubby! :( i’m not really fat i weigh 140 or so and i’m 5’3. i used to be about 10 lbs lighter but that was during sports season... could anyone give me some advice to some workouts to do/any other tips to give to help lose some body fat? especially in the arm area? Should i be concerned w my weight? and how often should i do said things?
