Help baby won't nap

I've tried every single time my LO needs a nap to not feed or rock her to sleep, but it is all that works and recently not even that works eye pop open and she's wide awake as soon as I put her in her crib. Somehow on her daddy's day off he gets her to nap...not long, but something a few times a day. She is 3 months old and sleeps 13 hours with one dream feed and one actual feed through the night..is she just getting enough sleep to not want to nap. Is roughly 13 hours a day ok for her? I feel like a bad mom because I find myself frustrated at her seeming like she wants to sleep then not. Yesterday when I finally got her down (for 5 mins) I had to go scream in my pillow. Help!
