Daycare issues

Okay mamas, i need advice. My daughter just turned 2. She has been going to the same daycare since she was a months old. Up until the past few months she was fine when i dropped her off, but now she cries and clings to me. Shes had the same teacher for a while, but they will swap some days and randomly during the day. They say she only cries for a few minutes then she is fine. Im debating on whether this is just a phase or if i need to bring it up to the owner for further investigation. Have any of you had experience with this or advice on what i should do?
