Small baby small belly? Induction?

My baby was 75 percentile almost entire time then at 35 weeks baby was 17 now I have another scan next week at 38 weeks to see if she’s still growing because I haven’t gained any weight and my belly is still measuring 30/32 weeks. They said if she’s 10 percentile or under they’d induce me. I have also been in prodormal labor since 32 weeks. I am so sick and in pain 24:7 that I just want to be induced and be done. Has anyone had this happen or been induced because baby was small? Was your belly measuring small too? I just feel so lost and exhausted.
