hCG levels

So Monday my hcg was 72, Wednesday 105, Thursday 131.... it is slowly rising dr thinks it’s a miscarriage did blood work again today he says if it doesn’t go up to at least 180 he thinks we should terminate the pregnancy? Thoughts? I might be 3 weeks their is no gestational sac that we can see....
