Hcg levels

My doctor called with my hcg levels. I am between 3.5 and 4 weeks pregnant and my my levels are at 38 which is low if I’m four weeks but normal if I’m in my third week. Wondering if anyone had a similar experience, worrying about an impending miscarriage.
