My 9 week old (5 weeks adjusted age) not napping

I am having a hard time lately getting my LO to nap. I know he is tired but he just crys when I try to put him down. He HATES being swaddled I tried that to no avail. I make sure all of his needs are met and I hold him and rock him but he wont even sleep on me. I also use the same white noise we use at night and give him a pacifier which sometimes he will take but then spits it out and continues crying.

He is usually up for the day around 7am or 8am and I try to give him a morning nap which he usually is ok with for an hour but he wont take another one until around 4 or 5pm. And that's after being fussy all day from being overtired.

I feel like this schedule is greatly affecting his nighttime sleep because 5pm becomes bedtime for him if that makes sense. I'm just at a loss. My husband says to let him cry it out but I can't.

Any suggestions? I always watch for tired ques like yawning and staring off but he just fights sleep. Its even harder when my step daughters are with us, it's like he doesnt want to miss out on anything. Thank you!
