idk what to do or how to feel-sex?

Okay guys so like me and my boyfriend have been dating for a while. The most we have done is make out and we usually do this every time we see each other which is like once a week. Well yesterday his parents weren’t home and we were making out and he pulled my pants off, and he started touching me but not doing anything else, I’m ngl I really liked it but I don’t want to have sex with him because yk I don’t want to risk anything, do you all think it’s okay to do other stuff beside sex?
