What does it mean if your test line never gets darker than your control line?

I’ve been using OPKs for 2 cycles now and my test line never gets darker than my control line. They just get equally as dark 😩 what does this mean?

It doesn't have to get darker than....some ladies opks never get darker than.
An opk is positive when the test line is AS dark as OR darker than the control line
