My boyfriend hasn’t ever planned a date really, besides “hey let’s go to dinner,” we’ve been dating a year and a half, we’re in our last year of highschool and he’s never actually planned any fun spontaneous date before. Is this weird?

Ehh idk.. you’re still in high school so like what else really is there to do? The movies I guess. Maybe bring it up to him that you’d like some variety.

Why don’t you try to if you’ve never planned one? He might not know what to do or what you’d like to do. Maybe throw some hints or have a “date night” once a week/month/etc.

No. You’re still in high school.   He needs some practice.  
I’m way, WAY out of high school, but along similar lines: 
My lover just asked me what I wanted for my birthday.  I told him I want him to tell me where to be and how to dress, and he has to do everything else. 
He’s excited about it.  Try that maybe.
