Potty training at 3yrs old

HELP!!🙏🏻😭 my son turned 3 in September and we tried potty training him once before his birthday and it was great but after a few days he wasn’t trying anymore he would just pee anywhere. I’ve been putting underwear on him again this week and he cries as soon as he sees the underwear in my hands. I don’t wanna force him but we have a 1 1/2 year old in diaper also and it’s getting crazy to change them both! We tried bribing with candies and toys took away tv and told him if he stopped crying with his underwear on we would reward him but nothing is working. He just cries and asks for his diaper 😣😭😭
