Depending on your toddler’s age, house setup, and current activity:
Riding toy- mine loves it while I sing wheels on the bus
Puzzles-he loves his alphabet puzzles
Reusable stickers-mine can now get his own stickers off the sheet if I take off the excess
Chores:he gets to put the pod in the dishwasher and push the buttons to start, “helps” dust and vacuum, actually helps pick up toys and will throw anything (like diapers or paper plates) out, seems to have a good grasp on what’s recyclable, too. Also got him his own spray bottle recently so he can “clean the kitchen cabinets” but sometimes he sprays his mouth and spits🤦🏼‍♀️
Books-some days he loves them, other days he doesn’t🤷🏼‍♀️
Legos-small babies like them, too! Can’t wait until we graduate to down to regular size, but he’s happy
Play instruments-he went through a stage where I got a lot of drum solos
Dance (or exercise) party!
Wagon (or laundry basket): he can pick up his toys and give them a ride. Or climb in it
Coloring-doesn’t last very long, but I keep offering
Pots and pans, measuring cups and spoons-my kiddos favorite activity (or maybe baths, not sure). Sometimes he gets to help stir actual food
Water-I have an extremely durable kitchen floor so I can put a small pan of sudsy water down. Decided to invest in an activity table with water option for Christmas. 
Talk- about everything. The color of his shirt. What time it is. What activity we’re doing next. How that word is spelled. What the weather is outside. How to be gentle with animals.

Mine will play with blocks and play dough. She’ll also color. She loves to play with measuring cups and bowls. If I’m willing to vacuum. I put some uncooked rice or so thing in a bowl and give her a few other sized bowls, spoons and measuring cups. She loves scooping it and moving it from bowl to bowl. It a quick sweep or vacuum when she’s done.

How old? My son just turned 3 when I had our 4 month old, I would give him little tasks to do to help me with his baby brother and he loved it and when I nursed he would sit with me and wedtalk or read books. Now i will have him sit down and color me pictures draw me pictures he looks at his practice book of numbers letters colors and shapes. He will go clean his room up or any messes he made. Just little things like that

I have a box of non-toys that I give my toddler when I need to keep him occupied. Old remotes, phones, tools, keys, etc. All safe stuff, obviously. He loves it. But to keep it interesting it's really important to not let them play with it too often, and to change the things in it now and then.
Another thing is to put your toddler naked (for less laundry) in a box or a baby bathtub. Give them a few measurement cups, cups and bowls and fill them with flour, uncooked rice and pasta, etc. My son loves pouring them into different cups and bowls and mix them together. It keeps him occupied for a long time. And since it's all dry products you can just vacuum everything up later.

I have a newborn and my daughter is 22 months old almost. My house is basically toddler proof so I don’t have to worry too much about her getting into anything. I just kind of let her do what she wants within reason. I don’t set out activities for her. She is pretty independent though. She has two giant baskets of toys she usually plays with.

You can fill the bathtub up a tiny bit with water and place your toddler there to play with toys while you do house work or attend to your other child. You could also put flower in a container and put toy cars in It and your toddler can play in It. You could also get some noodles of different sizes and shapes out It in a container for sensory play. Your toddler could sit and play with that for a awhile.
