Trouble warming up... something to worry about?

Question

After my baby has a bath, he stays cool to the touch for hours after.  The water is proper temp.  The bathroom has an extra heater to warm it up.  I dress him in there too, then nurse him while we have a blanket over us.  He still stays grumpy and chilled for a couple of hours.  I thought he’d grow out of it by now but he hasn’t.  
Does your baby have this issue?  
I planned to ask the doctor but his 4 month appointment is 3 weeks away yet.

So I’m not sure if it’s something to worry about, but have maybe a suggestion. I warm my guy’s towel in the dryer while he’s in the bath and then my husband brings it to me right when I’m ready to get him out. I also use a full size towel. I hand him straight to dad who wraps him like a little burrito and he is SUPER toasty when I put his diaper on him. It definitely seems to help.
My LO also seemed to be getting chilly at night, so I started putting socks on him and a long sleeve onesie under his sleeper to keep his toes and core warmer and it made a HUGE difference. Maybe a couple things you can try?
