Question about toddlers in an apartment

I have a two year old son. My husband, son, and I live in an upstairs apartment and have gotten two noise complaints from my downstairs neighbor. She even recorded noises from us supposedly and gave it to the office yesterday. I feel violated that she did that. I’m not sure what to do. I’ll try my best to be quieter myself but he does scream sometimes when he’s playing and when he’s upset. He does run around, too. My neighbor pretty much never leaves her apartment so we definitely got placed in the wrong one. Idk if they would let us move since they go through a realty company that seems to be pretty strict. My son is gone most of the day when we work (he’s in daycare) but he’s been sick this week. He screamed when he got changed since he got a rash from pooping a lot and being on an antibiotic. He also threw fits about taking his medicine. She seems to complain when he’s sick and has to stay home. I’m just looking for advice because it costs a lot to move, and I really like our apartment.
