Family financial differences....

I’m working on planning my daughter’s first birthday and my husband and I are trying to think of a way to approach the following problem. Our daughter is the 9th of 10 grandchildren on my side. My sisters do not have as much money to spend on these things. However, she’s the first grandchild on my husband’s side and his brother and parents spend a LOT of money on her. My sister actually apologized to me at her baby shower because “all” she got her was a pack of diapers and a cute outfit. I was grateful for her gift and mortified that she felt inadequate because my husband’s brother bought her a ton of expensive stuff. Is there any nice way I can ask people not to spend much? Or to only bring one small gift to her party or something? Please help.
