8months & 5days old baby just started fussing/whining almost constantly anyone else's baby do this?

It has been a day and a half of almost constant whining/fussing, she isn't crying. We have done everything, we've tried playing, her bouncer, her walker now have helped. She is fine for about 1-3mins then whines again. Holding her hasn't helped either. I dont see any teeth coming in (she has had her 2 bottom for 2months now). Not sure what to do or if I should be concerned.

My son is definitly teething and gets fussy and cries for no other reason that I can think of. 
He will cry until he had something good in his mouth. Try different frozen fruits in a mesh ring ? Or pizza crust !!!! Sometimes food is more exciting (helps more) than toys. + little motrin if really screaming.  I haven't given a pain killer yet

Ours did this around 6-61/2 months. Perfectly fine. Just whining. Almost seemed like he was doing it for fun haha. He does whine when he’s teething but during that time he wasn’t. He just became a clingy whiny baby for a bit. Went away eventually.
