My kid needs help on this

Ladies how old does kids have the rights to have an account in the bank? My 16 years old wants to start working but he wants to learn how to budget his money, this is my first child and I have never worked so I have no idea how this works, also if he has to have my consent does it mean I will have to take his money first or how does it work, I have no idea and I’m confused lol help!!!
