Do you believe a transgender person should disclose what sex they were at birth before having sex, kissing, hand hold or even talking intimate with someone?

Honestly? 
For kissing random people at clubs for example, I dont think it should be disclosed. Usually those interactions are fast anyway and there isn't much talking.
As far as having sex, I think it is dependent on if the person had surgery or not. 
In a relationship it should be disclosed.

I'm not gonna lie. I'd be pissed if I started reallllllyyyy dating someone and liked them enough to date them and then they hit me with the whole transgender part. Like that needs to be out in the open right from the beginning. Just like if you've got kids too. Those are things that should be known from the beginning and THEN let the relationship progress from there

No one is entitled to that information. But I do believe we should always be considerate and disclose these sorts of things, especially if in a long term sexual relationship. It does no one any favours by hiding it. Better to be honest with it as soon as possible. If your partner truly loves you, it wouldn't matter

Only when they’re comfortable enough and know that the person they are being intimate should they tell them.
If it’s just a one time thing, I don’t think they need to say anything, but in a relationship I think it’s important to be honest when they feel safe enough to do so.

People can react badly to finding out they’ve been deceived so it makes it dangerous for transgender people especially trans women.

That is between them and their (potential) partner and their safety should always be their first priority. Sadly that isn’t a given, even in 2020, so I’m not gonna tell them what to do.

It is equally dangerous for trans people to hide the details of their gender as it is for trans people to tell someone their gender. Especially if they still identify within the gender binary. 
I think the choice and the various risks associated with it are up to an individual as well as need to be renegotiated depending on the situation. Telling a long term partner is different than telling a one night stand. 
I am super uncomfortable with the idea that cis people feel entitled enough to decide when they “deserve” to know about someone’s identity. It’s comparable to men deciding women’s reproductive health laws and white people deciding what is and isn’t offensive to black people. I don’t like it.
