Ingrown hairs all the time?

So this isn’t exactly period talk but I’m CONSTANTLY getting ingrown hairs on my vulva. I don’t shave, or wax because I just get so much more when I do, but they just stick around no matter what I do. Or they’ll go away but be back in a week. I shower daily, even exfoliate from time to time but nothing stops them. I’m 17 and plan on being sexually active with my boyfriend soon, but not with my genital area looking the way it has been. Any advice please?🥺
