11 month old dry scalp?

Wondering if anyone has tips for dry scalp for babies at this age? My little one has extremely sensitive skin and has reacted to baby shampoos and even coconut oil irritates his dry scalp. He scratches it a ton so we have to be very cautious about keeping his nails short as well and can’t seem to find anything to help. Advice from any moms experiencing something similar is greatly appreciated!

We fought cradle cap for a while. We did a dab of olive oil (or baby oil) and massaged it in to his scalp. Which made his hair a bit oily; but helped with the itching. 
Our boy self soothes and lets us know he’s tired by scratching his head, rubbing his face and pulling his ears so I totally know what your talking about with the nails.

Our little guy does too, however, no sensitive skin...our Ped said we could use head and shoulders to help. Idk if you want to risk it with the sensitive skin, but it seems to have helped! On days we don’t use the H&S we use the baby shampoo and a soft brush to help get some dry skin off.

I started to use mustela for just his hair and that has worked phenomenally. My oedinsaid head or shoulder or selsun blue if its really bad but we haven't had to since starting the mustela, it seems expensive but we have been on the same bottle for 3 months (I use 1 pump and aveeno baby wash for his skin)
