Is there anywhere to look up an arrest record for free?

I googled someone I met online as I often do to be safe and all I can find is those people search sites that all tell me there are multiple arrests in his name and I’m not about to pay $30 a month just to see it. I know that it’s real because I tried myself and it said no criminal or court records found.

Is there any website you can see court or arrest records for free? I remember finding one before but can’t remember where I found it. We live in California
