Is my kid the only one who still doesn’t sleep through the night

So she’s three obviously. And she will wake up once or multiple times a night. She will wake up at 2 or 3 am and be up for about an HOUR just crying or screaming or whining about something. Most times she demands to sleep in my bed. But even if I let her in my bed she still is awake for an hour just complaining about random things. Also I live in an apartment so her screaming at the top of her lungs at 3 am is really not appreciated by my neighbors. Idk whats wrong with her. Three and a half years and I still do not get a full nights sleep. I’m losing my mind. and even when she wakes up in the middle of the night she’s still up at like 6 am for the day. Wtf. And she won’t take naps during the day either. So basically she only gets like 9 or 10 hours of sleep total.
