FTM question

Hi. Im a FTM to a 4 week old baby. Lots of times he will just be fussy and cry for no reason, which yes I know babies do that. But there are times where I don’t know if he is just fussy or if hes hungry. Because I will feed him more thinking he is hungry then he throws it up but continues to cry and eat his hand and looks hungry so I try again but he just doesn’t eat. So how am I suppose to know when he is being just fussy or when he is hungry and not just using me as a pacifier? I also try to give him the paci after feedings but he spits it out I don’t think he likes it. Please no judgement as I’m new to this.
