Should I try to meet again after he flakes?

Okay so this guy messaged me and asked me on a date. On the day pretty much an hour before he said he has a lot of stuff to do and to move it tomorrow/the next day. I agreed, thinking maybe he does have things to do.
The next day we agreed to meet at 4, then he said that the weather is bad. Again suggesting tomorrow. Should I even bother meeting up with him? 
People who are late and cancel last minute are the biggest turn off for me
