Need some makeup advice

I need so makeup advice on a few things, usually I’m pretty tan in the summer but right now I’m pretty pale. I’d like to know what color shadows or techniques I can use to make my brown eyes stand out? And what color lipstick would look good with my complexion hair and eyes. My face is pretty textured skin and have a hard time finding a good coverage foundation and concealer. Also is there anyway I can try and change my eyebrow shape I’d like them to be more arched. I see people do it with makeup but every time I try and do it I look like an eagle. Thanks ladies
