17 months sleep help!

I have a 17 month and she goes to bed 7-8 pm every night. She is crying to go to bed shes so tired. She then will wake up 10:30-11 pm and wont go back to sleep for 3 hours. So im up all night. She only takes on nap in the afternoon and also shes crying to take it because shes so tired. What do I do?!? I cant catch any sleep. Please no mean comment just help this momma out!! TIA!!!
