Toddler up all night

I have a 17 month and she will cry to go to sleep at 6:30-7pm because shes so tired. But then wake up at 10 pm and be up for 3-5 hours. She just rolls around and plays in her crib. Idk what to do. She gets up 7-9 am usually naps around 11-1 and sleeps for about two hours. And she is usually crying to take a nap because shes so tired also. Some days we miss nap because were out and shell still do the same thing at night. So im at a loss and im running on no sleep 😩help me out mamas
