Potty training 3 year old

I tried to unsuccessfully potty train my 3 year old on and off over the last year. I finally had enough with myself failing at this and delaying it so I just started leaving her naked in the house. Works great. She runs to her potty or to the bathroom whichever is closest every single time. The problem I’m having with her is with underwear. The moment I put them on her she thinks she can just pee in it. I’ll ask her every 15 min or so sometimes less if she needs to go and she’ll say no and within like a min of my asking she’ll pee right through it. So I don’t know how to get her to wear them without peeing in them. She makes no attempt at all to use the potty. Only when she’s naked. I can’t keep her naked forever. All advice is welcome and extremely appreciated. Please someone help me with this.

Yes, I got her frozen underwear and Minnie Mouse underwear. She doesn’t care. I let her pick the one she liked the most yesterday and she was sitting on my bed playing with a toy. I asked her if she needed to go and she said no, I asked are you sure, she said yes I’m sure. I turned around to get something and when I turned back she was sitting on a different part of the bed totally soaked like nothing was going on.
