Not listening? Need Advice

Question

I’ll start by saying she listens half the time... and I think most of it is still learning boundaries.... BUT is anyone else’s babe starting to test their limits with you? And then if you say no, they just stare and continue doing what you’re telling them to stop? 
How have you combatted this? What’s worked? What hasn’t? Help! I’m so fearful this is only going to get worse and I’ll have a little brat on my hands that nobody wants to be around 🙁

I forgot where I read this but toddlers need to test limits to figure the world out. If you say don’t touch the electrical outlet they need to touch the wall next to the outlet and look at you to see if where they’re touching is considered the outlet. They will touch closer and farther away to determine exactly where the outlet starts and ends. And then they’ll see if the same rule (don’t touch the outlet) applies at night, in the morning, every day, every week, etc. So this is why is good to be consistent  and patient. They’re learning. They’re not trying to get a rise from you.

They are not mentally capable of controlling their impulses that young. Impulse control develops around 3.5-4 years old
