Should it be up to the victim whether to prosecute? Do you agree with his decision and his reasoning?

I found his perspective thought-provoking and I think I mostly agree with him, but would appreciate hearing what others think.

I agree with him, and I think prosecutors offices should listen to those victimized far more than what they’re doing now.

who watched the entire video to get the complete context? 
in the beginning he was threatening to take her dog from her because it wasn’t on a leash, and tried to lure her dog away with treats even. 
in the end they were both wrong. 
I think that’s why he’s not pressing charges. because he can be found at fault as well.

I think anyone who makes false claims should be legally prosecuted.

It's not just about him though. False reports can theoretically put other people in danger. 
If they're prosecuting someone they normally wouldn't because of the racial aspect, then I definitely see where he's coming from. But if they normally prosecute things like that, then it's for a reason and not up to just him.

I think it’s a valid concern. She did file a fake police call though which is illegal. But he pretty much seemed like he wanted it dropped. She’s faced enough embarrassment and punishment for the rest of her life

He doesn't need to prosecute her at all. His reasons are valid, he has many good points and even despite all of that if it is his choice, then it's his choice. The police have enough evidence of everything that if they wish to, they can prosecute her independently of him.

It should be up to the state whether they want to prosecute or not. But if they choose to, I think it’s absolutely fine for the victim to choose not to participate.
