Obtaining First ID Card

My husband is going to Navy bootcamp in November, and I probably won’t see him again until he is done with A-school in July-ish. Does anyone have any advice on how they obtained their first ID card while their spouse was in bootcamp? Do I have to wait until he can go with me in person? Can I only get an ID card at a Navy base or could it be in any military base? I live in a military town but I think the closest Navy station is in Corpus Christi. My dad is a veteran, but it’s obviously been like 35 years since my mom was in my place, and my dad was Army, not Navy.
